Ashley Vision 2020 Report
In April of 2017, Penn Strategies helped to form the Ashley Borough Stakeholder Advisory Committee, a non-partisan, diverse group made of local residents, business owners, and community leaders. Our goal was to obtain unbiased, non-political information to aid in the development of a comprehensive economic development strategy.

Chichester Tax Study
In February of 2021, Penn Strategies assisted Chichester School District initiate a Local Tax Study Commission. The commission was comprised of six diverse, unbiased local members who made a nonbinding recommendation to the school board regarding how tax policies of the school district could be improved. With Chichester School District providing educational services for approximately 3,500 students, our goal was to help local taxpayers decide if the school district had access to an appropriate amount of the already collected tax revenue.

City of Williamsport - Parks Inventory & Recommendations
Investments in parks have been found to significantly increase property values, improve overall economic conditions, reduce crime and improve physical and mental health. Cities in particular are judged by the condition of their parks. If a city’s parks are in poor condition, potential home and business investors will view the city in an overall negative manner. Conversely, a city with a vibrant park system will be perceived as a strong investment opportunity for potential homeowners and businesses.

Forging a Path
Many hours were spent brainstorming with Synergy leaders and researching both the US Skills Gap and the elements and strategies of change management. We also dissected the specific challenges facing the Synergy workforce. The products of these efforts have herein been combined, to outline the creation of an initial program that Synergy can roll out to begin the process of offering a career development path to its workforce.
