Phil Trometter has been with Penn Strategies since 2013. He is the firm’s Executive Vice President and Chief of Staff, overseeing day-to-day operations, client relations, and lobbying efforts.

Phil has served as Northcentral Regional Coordinator for Former Pennsylvania Governor Tom Corbett,  Southeast Political Director for Foster Friess for Wyoming Governor, as well as various strategic consulting roles for political campaigns for the positions of Lt. Governor, County Commissioner, Controller, Common Pleas Judge, District Attorney, State House, and State Senate races.  

Phil also did a brief stint as an appointee of the Executive Office of President Trump to the U.S. Department of Housing and Urban Development, working collaboratively with the White House, Congressional staff, and Senior Presidential appointees across the spectrum of federal government agencies, including the U.S. Department of Agriculture; General Services Administration, Health and Human Services, Environmental Protection Agency, Small Business Administration and the Economic Development Administration, to advance Opportunity Zone development in the states of; Pennsylvania, Maryland, Virginia, West Virginia, Delaware and Washington, D.C. 
 
Phil is a recipient of the City of Williamsport “Key to the City,” was selected by Philadelphia’s Billy Penn Magazine as one of Pennsylvania’s “Who’s Next? Young Pennsylvanians shaping politics” and a 2021 City and State-Pennsylvania “Forty Under Forty” awardee.
 
Phil attained a B.S. in Public Policy from Penn State University, is a Pennsylvania Municipal Planning and Education Institute graduate, and earned a Master of Public Administration (MPA) from Arkansas State University.
