Carol K. High is an associate with Penn Strategies. Her primary responsibilities are writing, research, and post-award administration of Redevelopment Assistance Capital Program (RACP) Commonwealth grants.

Born in Lycoming County, High is a sixth-generation Pennsylvanian. A graduate of Bucknell University with a master’s degree in English, she also earned a B.A. degree with majors in British and American literature and fine arts from New College of Florida.

Prior to joining Penn Strategies, High's career was focused on grant administration and operations management. She most recently served as Operations and Grants Manager for the NASA PA Space Grant Consortium at Penn State University Park. Before that she was Operations Manager for the Bucknell Center for Sustainability and the Environment at Bucknell University.

An avid outdoorswoman, High enjoys writing about her family's wilderness adventures.
