Penn Strategies is pleased to announce the newest addition to our team, Ms. Brittnee Vann, who joins us as RACP Division Administrator. With a wealth of experience in project management and a background in environmental compliance, Ms. Vann brings a unique skill set that will undoubtedly contribute to our firm's continued success and growth.

In this position, Ms. Vann will be focused on post-award administration of local, state, and federal grants with particular attention to state Redevelopment Assistance Capital Program (RACP) awards that are in the external application review and construction monitoring phases.

Ms. Vann's most recent role was at the Borough of Milton (Northumberland County), as the Secretary and Treasurer. In this position, she handled the budget for the borough, as well as the writing and submission of all grants.

Ms. Vann’s previous role was at the West Branch Regional Authority, where she served as Project Manager and Department(s) Supervisor. In this position, she demonstrated exceptional proficiency in managing sanitary sewer, storm sewer, and water utilities projects. Her responsibilities included collaborating with engineers to design projects, applying for grants, developing cost estimates, managing bids, obtaining necessary permits, communicating with stakeholders, and ensuring project compliance. In addition to her project management expertise, Ms. Vann served as the Supervisor of the Inflow and Infiltration, and GIS departments, showcasing her leadership skills. Ms. Vann was responsible for maintaining department budgets, purchasing equipment, and conducting evaluations.

Ms. Vann holds an MBA in Sustainability and Environmental Compliance from Southern New Hampshire University, which she completed with an outstanding GPA of 4.0. She also earned a BA in Business Administration with a concentration in Project Management from the same institution, graduating Summa Cum Laude and nominated for the National Honor Society. Ms. Vann's academic achievements reflect her commitment to excellence and continuous learning.
